CITIZEN'S CHARTER

I. Mandate

Republic Act No. 7157, otherwise known as "Philippine Foreign Service Act of 1991", gives mandate to the Department of Foreign Affairs, including its Philippine Foreign Services Posts, to implement the three (3) pillars of the Philippine Foreign Policy, as follows:

  1. Preservation and enhancement of national security
  2. Promotion and attainment of economic security
  3. Protection of the rights and promotion of the welfare and interest of Filipinos overseas. 

II. Vision

The Philippine Consulate General in Honolulu, Hawaii aligns with the Department of Foreign Affairs’ vision of a resilient foreign service for a strong Philippines.  

III. Mission:

The mission of the Philippine Consulate General in Honolulu, Hawaii is to promote and protect Philippine interests in the State of Hawaii and American Samoa. 

IV. Service Pledge:

The Philippine Consulate General’s service pledge aligns with that of the Department of Foreign Affairs as follows: 

The Department of Foreign Affairs, as the prime agency of the government responsible for the formulation and implementation of Philippine foreign policy, commits to efficient, effective, and timely delivery of diplomatic, consular and assistance to nationals services that are responsive to the needs of the Filipino people and other stakeholders here and abroad.

The DFA shall continually uphold the principles of good governance, promote gender and development, improve its quality management system, and adhere to the highest standards of professionalism.
