Pursuant to Republic Act No. 918911 as amended by Republic Act No. 1059022, all citizens of the Philippines abroad or who will be abroad during the 30-day overseas voting period, who are not otherwise disqualified by law, at least eighteen (18) years of age on 12 May 2025, and who are registered overseas voters, may vote for Senators and Party-List Representatives during the 2025 Philippine National Elections from 13 April 2025 until 12 May 2025.

In compliance with COMELEC Resolution 10833, the Consulate has conducted overseas voter registration for the 12 May 2025 Philippine midterm elections since 9 December 2022.  The registration period for the midterm elections ends this 30 September 2024.  

In addition to its regular work hours, the Philippine Consulate General in Honolulu will open this 14, 21 and 28 September 2024, Saturdays, from 9:00 a.m. to 12:00 noon and 1:00 p.m. to 3:00 p.m. to accept applications for overseas voter registration.

To register, all applicants must accomplish the Overseas Voter Registration Form (OVF1) and personally appear and submit the same to the Consulate General.

Applicants must bring the following requirements together with the OVF1:

1. Valid Philippine Passport and its photocopy;

  • In the absence of a valid PH passport, the PSA-issued birth certificate and any of the following valid Philippine ID shall be accepted:
    • Social Security System ID or Government Service Insurance System Unified Multi-Purpose ID (UMID) Card;
    • Land Transportation Driver’s License;
    • Professional Regulatory Commission ID;
    • Overseas Workers Welfare Administration (OWWA) / Integrated Department of Labor and Employment (iDOLE) card;
    • Commission on Elections (COMELEC) Voter's ID or Voter's Certification from the Election Officer with Dry Seal;
    • Philippine National Police (PNP) Firearms License;
    • Senior Citizen ID;
    • Airman License (issued August 2016 onwards);
    • Philippine Postal ID (issued November 2016 onwards);
    • Philippine National ID; or
    • School ID (if applicable).

2. Proof of Philippine citizenship and its photocopy;

  • Valid Alien/Permanent Resident/Green Card;
  • Valid visa in the place of overseas residence;
  • Order of Approval or Identification Certificate issued to citizens who reacquired / retained their Philippine citizenship;
  • Report of Birth registered at any Philippine Foreign Service Post; or
  • Naturalization Certificate issued by the Philippine Bureau of Immigration.

3. In case of seafarers, a photocopy of their Seafarer’s Book or any other pertinent document.

The Consulate may require additional documents from the applicants, as needed.
