Consul Grace Bulos and Capt. Aldrin Doctor, Armed Forces of the Philippines Liaison Officer to the US Indo-Pacific Command join the Philippine participants to the Daniel K. Inouye Asia-Pacific Center for Security Studies Comprehensive Security Cooperation Course (CSC) 2023-3 during their Commencement Ceremony at the Center.  25 October 2023, Honolulu – Upon the invitation of Daniel K. Inouye Asia-Pacific Center for Security Studies (DKI-APCSS) Director Peter Gumataotao, Consul Grace Bulos and Captain Aldrin Doctor, Armed Forces of the Philippines Liaison Officer to the US Indo-Pacific Command, represented the Philippine Consulate General in Honolulu at the Commencement Ceremony of the Comprehensive Security Cooperation (CSC) Course 23-3 held at the Center. 

Four Philippine fellows participated in the five-week CSC course held from 20 September to 25 October, namely Major Abel Responso of the Philippine Army, Lieutenant Commander Kristoffer Pelonia of the Philippine Navy, Undersecretary Alexander Ramos of the Department of Information and Communication Technology and Ms. Rowena Tatad of the Department of National Defense. 

Ms. Tatad delivered the address of the CSC 23-3 batch on behalf of her fellows, while Undersecretary Ramos presented the class streamer to the Center’s leadership. 

Consul Bulos congratulated the Filipino course participants and expressed her appreciation to them for representing the country with distinction. 

The CSC Course, conducted by the DKI-APCSS three times a year, is a resident interactive course designed to enable mid-career and senior security practitioners to develop mutual understanding of the Indo-Pacific region’s most compelling security problems and empower cooperation attempts to address them.
