18 June 2024, Honolulu –  Consul Pamela Durian-Bailon conveyed the best wishes of the Philippines to the new U.S. Coast Guard (USCG) District 14’s new Commander, Rear Admiral Sean Regan, at the Change of Command ceremony held at the USCG Base in Honolulu. Military officers, members of the Consular Corps, local government officials, families and friends were also present in the event.

Rear Admiral Regan relieved Rear Admiral Michael Day, who served as Commander for two years. Prior to this position, Rear Admiral Regan was Director of Training, Exercise, and Wargaming, and Deputy Director of Operations for Headquarters, U.S. Northern Command (USNORTHCOM). The Change of Command ceremony is a formal custom and revered military tradition which formally restates the continuity and authority of command.

The District 14 Commander directs Coast Guard operations throughout Oceania, including Hawaii, Guam, the Commonwealth of Northern Mariana Islands, American Samoa, and activities in Singapore and Japan. The Coast Guard’s long history of service to the Hawaiian islands dating back to 1849 takes on many forms, including maintaining aids navigation, law enforcement, national security, and search and rescue such as during the Maui wildfires.
