22 July 2024, Honolulu –  Consul Pamela Durian-Bailon (rightmost) congratulated Major General Noel Beleran (center), Deputy Chief of Staff for Education, Training and Doctrine of the Armed Forces of the Philippines, on his completion of the Transnational Security Course (TSC) at the Asia-Pacific Center for Security Studies (APCSS) last 19 July. The TSC gathers senior security practitioners from the Indo-Pacific region to gain a better understanding of and form collaborative solutions to regional security challenges.
