23 April 2025, Honolulu – Consul General Arman R. Talbo welcomed a delegation of Filipino reserve officers and cadets led by Major General Joel Alejandro S Nacnac PA, Deputy Chief of Staff for Reservist and Retiree Affairs, Armed Forces of the Philippines. 

The group is in Honolulu for the Reserve Officers Training Corps – Cultural Understanding Leadership Program (ROTC-CULP) 2025. The program includes immersion activities and field training with the University of Hawaii Army ROTC through the Spring 2025 Field Training Exercise at Marine Corps Training Bellows.

CULP is an international program focused on military-to-military exchange, humanitarian service, and cultural and historical education.(END)
